The Failure of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are delivered from different nations. Significant resources is allocated on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from Russian territory, a ability enabled by up-to-date information. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.

Continuous Dangers

Following this, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, devastation and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, endure.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a assumption well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
